Space Sector Discussions Getting down to Brass Tacks

All eyes are keenly set on Space Policy and the Space Activities Bill along with the Remote Sensing Data Policy and Launch Vehicle Policy.

The new space policy will allow private companies in India to launch their own commercial space projects by this year-end as announced by Dr Pawan Goenka, chairman of the Indian National Space Promotion and Authorization Center (IN-SPACe), the nodal government space agency.

In the first instance five Polar Satellite Launch Vehicles (PSLVs) will be built by a consortium of Hindustan Aeronautics Ltd and Larsen and Toubro Ltd for use by ISRO.

Dr. Jitender Singh, MoS, Ministry of Science and Technology also announced that the government is going to revise the FDI Policy for space sector that will happen soon and will enable much greater inclusion of the private sector in all upstream areas and downstream of the space domain.

ISRO's DECADAL VISION AND STRATEGY

The Government is all set to enhance the diffusion of space technology and boost the space economy within the country, for a resurgent Atma Nirbhar Bharat.

In order to increase the share of space business, ISRO is working out a decadal plan to consider the expanded capabilities required in the short term as well as the long term.

Besides the whole gamut of private sector activities in the usual upstream and downstream additional activities such as asteroid mining, Debris cleaning, Earth observation, space tourism, satellite launches, deep space exploration, and satellite internet are the promising drivers of the new space economy in India.

During a session titled "Decadal Vision and Strategy for Indian Space Sector (2022-2032)" at DeSSEI conference in Bengaluru, Dr Somanath said "It will not come just by building fantastic rockets but by creating solutions that the world can look forward to"

SIA-India Participation at ELCINA India 11th Strategic Electronic Summit held in Bangalore during 8-7 July 2022

India needs a well-developed and state-of-the art space electronics manufacturing ecosystem. ISRO imports a significant volume of the components globally and the supply chain risk to the space manufacturing ecosystem needs to be mitigated.
The Upstream sector, Rocket Launch, Satellite Manufacturing and Ground Equipment is 33% of the $7 Billion space market. Space Tech Applications Sector [Downstream] is $4.7 Billion Industry which is 67% of the total as per PWC-Antrix Report 2019.

To discuss the manufacturing and supply chain issues SIA-India's Director-General, Mr. Anil Prakash moderated a panel discussion on the topic "Space Sector: Opportunities for Manufacturing and Commercialisation" at ELCINA India 11th Strategic Electronic Summit held in Bangalore during 8-7 July 2022.

"The Satellite manufacturing and launch market is nearly half a billion-dollar Industry whereas global market is $23 Billion. the Indian private sector for the first time took a giant leap into space with the first payloads launched on the ISRO rocket. Policy Reforms are pushing the commercialization of space technology and boost private investments in the sector. Countries are already looking at India for launch rideshare, satellite operations, and downstream services, and would soon seek subcomponents manufactured in India." – Mr Anil Prakash, DG, SIA-India

SIA-India Participation at LEX Witness
SIA-India Partners with Lex Witness for their Space Conference 'IP Skies Around Space, Aerospace & Defence Technologies' organised by Lex Witness on 15th July 2022.

Mr. Anil Prakash, DG, SIA-India said a strong IPR regime is considered important in meeting the challenges posed by Industry 4.0, the next era of industrial practices. Like other sectors, the space sector too needs IPR protection policy. The current space activity bill does not address and protect the interests of the private entities and also fails to deal with certain important provisions like orbital patents etc. As the activities of research and development in outer space involve a huge amount of investment, it is quintessential to recognize intellectual property in outer space as a must

The protection of intellectual property will ensure more participation of private business entities in the development of space technology.
Inmarsat Study: Willingness to work in the space sector is highest in Japan and India
In a recent report by Inmarsat titled 'What on Earth Is the Value of Space", the willingness to work in the space sector is highest in Japan and India is avery close second in the trend. The research also indicates that India is more focused on space exploration [74%] than markets like the US [61%]. This indicates that markets which are more recent entrants into the space industry are more aware of the value of exploration.

The report is based on a sample survey that covers 20,000 people in 11 countries across the globe.

ISRO sees start-ups as its new-age industry partner to propel India in fulfilling its space dreams. The department has initiated several steps to boost start-up participation in space activities.

"The second Space Age has arrived, but the public are not wholly aware of its significance. Astonishing innovations in recent years are not welcomed with the sense of wonder, curiosity and hunger for knowledge that accompanied the first Space Age." Inmarsat Study
ISRO "Space Exhibition" Supported by SIA-India
One such initiative is an exhibition being organised by ISRO and IIC titled "Space Exhibition". Students from various technical institutes, schools and colleges are expected to participate in the weeklong exhibition and attend the discussions by industry experts.

The Exhibition will commence on 23rd July and continue till 29th July 2022, 11:00 am to 7:00 pm, at the Art Gallery, Kamaladevi Complex, India International Centre, Max Muller Centre, New Delhi.

This event is co-organised by ISRO [Indian Space Research Organisation] and India International Centre, and supported by SatCom Industry Association [SIA-India] and Indian Space Association [ISpA].
Highlights of the Exhibition

The exhibition highlights ISROs journey of over six decades starting from the nascent years under Dr. Sarabhai to the development of indigenous capabilities for designing and building launch vehicles and satellites research in Cryogenic: radar imaging, cartography, oceanography and weather-related areas; and to the continuing journey that has transformed the country into a technology-driven one.

Space technology is shaping up to be one of the more vibrant enablers for the country, considering vast agriculture, water resources, urbanisation and transport. Supporting the initiative by ISRO, SIA-India will organise Industry student interaction sessions on 25th, 26th, and 28th July, 2022.

IS4OM -SSA Facility Inaugurated in Bangaluru
System for Safe and Sustainable Space Operation & Management -IS4OM is ISRO's holistic approach to ensure the safety of the space assets and thus, sustains the utilization of outer space for national development. The system will safeguard all Indian Space assets by mitigating the collisional threats from space objects through specific orbit maneuvers and complying to international guidelines on post mission disposal and satellite's end-of-life operations.

This gives a major boost to the country's self-reliance in safeguarding its space assets as part of the SSA program.

The 8th edition of Digital India Programme was celebrated from 4-6 July 2022 to celebrate the anniversary of Digital India and demonstrate how public digital platforms like Aadhaar, UPI, Cowin, Digilocker etc., have enabled ease of living for citizens. Today India boasts of the world's 3rd highest number of Startups with new unicorns sprouting almost every week. Digital technologies have enabled the Government to reach remote parts of the country.
SIA-India Participation in SPACETIDE 2022
SPACETIDE Foundation will hold its 7th annual space business conference, SPACETIDE 2022, for 3 days from Tuesday July 19 till Thursday July 21, 2022.

Mr. Anil Prakash, DG, SIA-India will speak on 'Significance and value of the APAC Space industry' at the conference on day 2. The theme for the conference is 'New Value creation' and discussions are around new value creation stemming from the satellite business from the customer's point of view. The global leaders of space business will discuss values created by each field of the space industry and the value addition thereof to the society at large, life and future.
