Symposium and Roundtable: Industrialisation of India's Space Capabilities held on 10th March, '23 at NIAS, Bangalore |
The joint initiative by NIAS and SIA-India, the Strategic Symposium and Roundtable discussion on "Industrialization of India's Space capabilities", brought together key national stakeholders from the space industry ecosystem. This included space policymakers, diplomats, executives, lawyers, financiers, military leaders, academics, innovators, and industrialists. The event, held on March 10, 2023, focused on discussing national and global space strategy contours, emerging commercial opportunities and challenges, structural fault lines inhibiting growth, and key enablers such as policy interventions, procurement mechanisms, and civil-military fusion for catalyzing growth and innovation.
The aim of the seminar was to create awareness about implementing space reforms that are industry-friendly and distinguish the industry working for the Indian Space Research Organization (ISRO) and other players. The discussions from the seminar will be collated into an 'outcome document' by SIA-India and will be presented to all relevant ministries and decision-makers for a direction to the space sector in India. This event was a prelude to the upcoming SIA-India conferences, DefSAT 2023 and India Space Congress 2023, where the outcome is scheduled to be further discussed.
Although India's new space economy has made significant progress in recent years, regulatory bottlenecks, lack of transparency, and access to funds and new markets still hinder its potential. The emergence of new policies, such as the Geospatial Guidelines, National Geospatial Data Policy, upcoming Space Policy, and Draft Space Bill as well as the creation of the Indian National Space Promotion and Authorization Centre (IN-SPACe), have paved the way for a better-enabled playing field for private entrepreneurs.
Opening the seminar, Dr. Subba Rao Pavuluri President SIA-India & CMD Ananth Tech Ltd said "The G20 platform presents a unique opportunity for India to engage in dialogue with other nations on how to support the development of less developed countries in the space and defence sectors, while also exploring opportunities for collaboration with developed nations. It is imperative to identify the advantages that India can leverage from the G20, including the potential for military and civilian integration and the creation of new defence applications utilizing space technology."
In recent years there has been a noticeable shift towards global collaboration and commercialization of space technology. This is a direct effect of the GoI's efforts to encourage private sector participation and investment in the space sector. The effort has paved the way for the emergence of new space startups and companies
Dr. Shailesh Nayak Director, National Institute of Advance Studies (NIAS) said "The collaboration between the National Institute of Advanced Studies (NIAS) and SIA-India is indeed very useful in analyzing the changes that have occurred in India's space sector. India needs to take a strategic approach to its space industry, focusing on demand assessment. Demand assessment to determine the number of satellites that will be needed in the future is crucial in making investment decisions and securing global contracts. Without a clear understanding of the demand for satellite services, investments in the sector may not be forthcoming."
Ambassador Mr. Rakesh Sood, Lt Gen PJS Pannu (Retd.) Dy Chief of Staff, IDS, Mr Ashok GV, Partner, Factum Law and Mr. Laxmesh Hasanabadi, Vice President & Head - Missiles and Aerospace Business Head, L&T delivered the keynote talks at the event, discussing topics related to Space, diplomacy, defence and law.
The speakers highlighted the need to assess the demand and potential of India's space sector, and stressed the importance of private industry ownership of intellectual property (IP) and cross-sectoral collaboration. It was noted that the second space age is distinct from the first, with 90% of all space launchers in 2020 operated by the private sector. Close collaboration with other countries was also emphasized. The discussions stressed upon the fact that strategic communication and intelligence are critical for military success, and that creating a demand is crucial for unlocking the potential of the downstream market in space. The participants further stressed upon the importance of investing in data centers and decision-making at the edge for success.
Other Speakers in the symposium were Prof Vinay K Dadhwal, NIAS; Dr. VS Hegde, Former Scientific Secretary, ISRO and CMD, Antrix Corpn.; Dr. V Siddhartha PhD, Imperial College of Science & technology, London; Dr. Chaitanya Giri, Consultant, Space Policy & Diplomacy, RIS; Prof Nagappa, NIAS; Prof Soumya Rajan, NIAS; Vivek Kimbahune, EVP-Sales, Sankhya Labs; Manu Nair, Co-founder & CEO, EtherealX; Paurush Bhesania, Head of Marketing, Godrej & Boyce Mfg; Satya Chakravarthy, Head, NCCRD & Prof. Aero Engg.
