India Finalises Satellite Spectrum Guidelines to Boost Local Industry
|

India has released comprehensive guidelines for satellite communication services, emphasising spectrum allocation through administrative methods over auctions. The policy mandates phased indigenisation—20% within five years—and strict data localisation. Local manufacturing, data localisation, domestic navigation system, blocking mechanism, and law enforcement cooperation are now prerequisites for market entry. These measures aim to bolster national security and foster domestic industry. The Telecom Regulatory Authority of India (TRAI) is finalising the framework, marking a significant shift in satellite broadband governance.

Satellite communication—given its transnational nature and strategic relevance—does require optimal safeguards, especially in light of geopolitical sensitivities and growing reliance on space-based infrastructure.The DoT's latest guidelines reflect a strong commitment to safeguarding national security, promoting data sovereignty, and encouraging domestic capability development.
A one-size-fits-all approach may not be optimal when the goal is also to foster innovation, attract global investment, and support emerging business models . Aligning with these requirements will require significant investment in infrastructure, systems redesign, and local partnerships, which could affect timelines and business models, especially for startups and new entrants.
The indigenization clause mandating a minimum 20% local content in ground infrastructure over five years is a positive step toward strengthening the domestic ecosystem. However, the new entrants and startups should be allowed a grace period or phased schedule to comply with localisation, gateway and other requirements. Enabling a phased and flexible implementation supported by clear technical guidelines and collaborative engagement will help the industry transition smoothly without compromising service rollout.

SIA-India participated in the U.S.–India Interim ICT Working Group meeting on April 23, 2025, in New Delhi. Hosted by USIBC, MeitY, and the U.S. Department of State, the forum emphasized bilateral cooperation on digital infrastructure. Director General Anil Prakash highlighted the urgent need for regulatory clarity on satellite spectrum to bridge India’s digital divide. The dialogue reaffirmed satellite communication as vital for secure, inclusive connectivity, aligning with India's vision for rural and remote digital empowerment.
