INDIA SPACE CONGRESS 2023 Conference & Exposition
The 2nd Edition of India Space Congress 2023 [ISC'23], 'Reimagining Space Sector for Empowering Socio-Economic Development' is going to be held from 10th to 12th July 2023 in New Delhi. The congress aims to bring together leaders in the space industry to discuss ways to increase growth and development in India's rapidly expanding space sector.

The Indian government has recently approved the India Space Policy 2023, which sets out a comprehensive plan to achieve the country's vision for the space sector. The policy aims to increase private sector participation across the entire value chain of the space economy, including the development of space and ground-based assets.

India's upcoming presidency of the G20 and the Space Economy Leaders Meeting (SELM), which is scheduled for a week before the India Space Congress 2023 (ISC2023), presents an excellent opportunity to showcase the nation's space sector. The conference and expo will provide a platform for leaders in the space industry to discuss strategies for promoting growth and development in India's space sector.

The 1st Edition of India Space Congress, held from October 26th to 28th, 2022 in New Delhi, was a resounding success. Over the course of three days, it attracted more than 650 delegates, featured 35 sessions, and hosted 180 experts from over 30 countries. SIA-India's take on the Indian Space Policy 2023
The Indian Space Policy 2023 is a significant milestone that brings clarity and promotes private industry participation. It establishes clear roles and responsibilities among key entities, fostering collaboration and coordination. The policy emphasizes private sector engagement, opening up opportunities for communication services and ground facilities. It also promotes the utilization of orbital resources and technology development. The recognition of industry clusters and collaborations further enhances India's global standing in the space sector.

While the current policy acknowledges the significance of spectrum assignment, clear guidelines and regulations are needed to ensure its efficient and fair utilization. Defined norms for spectrum assignment and coordination with stakeholders would provide certainty and clarity for private companies investing in the space communications sector.

A clear and favorable FDI policy is crucial to attract global funding and fostering international collaborations. Addressing FDI policies would enable India to attract foreign investors, facilitate technology transfer, and enhance its space capabilities. Establishing well-defined rules is essential to address licensing requirements, safety standards, liability issues, intellectual property rights, and other critical aspects related to commercial space activities.

A comprehensive space policy is needed to ensure national control over space assets, safeguard India's interests, and promote technological advancements and growth. A policy integrating civil-military fusion would protect strategic capabilities, prevent unauthorized access or interference, and maintain sovereignty in the space domain. The formation of the Defence Space Agency offers an opportunity to address the need for a separate Defence Space Policy.

Lastly, the Space Activities Bill will play a pivotal role in regulating and promoting space activities, ensuring compliance, and fostering innovation and growth in the sector. Its implementation is essential to realize the Space Policy's objectives and encourage private sector participation.

SIA-India's take on the TRAI recommendations on "Ease of Doing Business in Telecom and Broadcasting Sector"
The Telecom Regulatory Authority of India (TRAI) has issued recommendations to enhance the ease of doing business in the Satcom and broadcasting sectors. These recommendations streamline processes, reduce timelines, and promote a business-friendly environment.

SIA-India recognizes their significance and explores their potential benefits in this snapshot.

Some of the key recommendations include:
  • Implementation of a paperless process for approvals and permissions, simplifying the process and ensuring transparency.
  • Establishment of a comprehensive single-window online portal, facilitating parallel processing and streamlining procedures.
  • Reduction of timelines for each stage of the process and updating citizen charters accordingly.
  • Granting "Infrastructure Status" to the Broadcasting and Cable Services Sector, recognizing its importance in expanding services.
  • Establishment of a Centre of Excellence to study technical, economic, social, and legal aspects of broadcasting services.
  • Simplification of license obtaining process for wireless and satellite communications, including clear timelines and single scrutiny.
  • Streamlining satellite clearance for broadcasting services through time-bound decision-making and transparent processes.
  • Publishing a list of approved satellites for reference and providing transparent details to facilitate decision-making.
  • Streamlining in-principle approval process by the Inter-Ministerial Committee for Satellite Network Clearance (IMC-SNC).
  • Developing a transparent and fair policy for spectrum assignments and streamlining allotment procedures.
  • Addressing charging issues related to satellite bandwidth and ensuring timely assignment of frequencies.
  • Allowing long-term service contracts with satellite operators and providing a roadmap for satellite launches.
  • Considering an open sky policy, defining timelines for registration, and enhancing communication efficiency.
  • Formation of a MTCTE (Mobile Terminal Certification Through Self-Declaration) committee comprising TEC, OEMs, Service Providers, and consumers to find a practical path forward for effective decision-making.
SIA-India Key Asks
SIA-India appreciates the commendable recommendation by the regulator to create a favorable business environment, simplify procedures, reduce administrative burdens, and promote growth in the sectors. We look forward to further developments in this area.

TRAI also recommends, in sec 4.273 of the document, for a committee formation between TEC, OEMs, Service Providers and consumers of these products to find an actionable path. We welcome this initiative and request SIA-India's inclusion as a member of the proposed MTCTE committee to represent the Satellite Industry. This initiative aligns national aspirations with industry concerns and presents an implementable action plan.

Meanwhile, we also urge the withdrawal of the deadline of 1st July 2023 for the implementation of the MTCTE guidelines in their current form with adequate notice to all concerned authorities, including customs officials, who were earlier notified.

Regarding the grant of "Infrastructure Status" to the "Broadcasting and Cable Services Sector," we believe it is crucial to recognize the integral role of the entire satellite sector in supporting television services and broadband connectivity. Broadcasting is an essential component of satellite applications. Therefore, we strongly advocate for including the entire satellite sector under the "Infrastructure Status." This recognition will stimulate investment, foster innovation, and drive the growth of the satellite industry, benefiting the nation's digital infrastructure and enabling a connected future for all.

SIA-INDIA Urges IN-SPACe to Intervene in TRAI Consultation Paper on "Assignment of Spectrum for Space-Based Communication Services"
On April 6, 2023, the Telecom Regulatory Authority of India (TRAI) released a consultation paper "Assignment of Spectrum for Space-Based Communication Services." In a letter addressed to IN-SPACe, SIA-India appeals for urgent intervention to address concerns raised in the consultation paper by TRAI.

SIA-India advocates
  • For the exclusive allocation of the 27.5-29.5 GHz band for satellite use in India. Additionally, it is crucial for India's spectrum use to align with global practices and for satellite communications to have full and exclusive access to ITU-harmonized spectrum bands.
  • Against further segmentation of the C Band [3.60 to 3.67 GHz], emphasizing the importance of maintaining its integrity and availability for satellite use.

SIA-India's comprehensive study concludes that auctioning satellite spectrum is impractical and detrimental to the sector's interests. No country has assigned spectrum resources for space-based communications through auctions, highlighting the complexities involved. The satellite spectrum is a globally shared resource used extensively by multiple satellite networks in the same locations.

Limiting the assignment would severely restrict the sector's potential and hinder its ability to deliver innovative solutions in areas like distance education, disaster management, telemedicine, and rural connectivity.

SIA-India Stresses Importance of Preserving Mmwave Band for Satellite Services amidst Telecom Industry's request for relaxations in 26 GHz Rollout Obligations
SIA-India strongly advocates for the preservation of the 2 GHz Ka-Band (27.5-29.5 GHz) for satellite services and opposes its assignment for 5G/IMT. This band is essential for delivering high-speed satellite connectivity to unserved and underserved areas, bridging the digital divide, and enabling education, healthcare, disaster management, and other socio-economic opportunities nationwide.

Sharing the Ka-band between Fixed Satellite Service (FSS) and IMT (mobile 5G) presents significant challenges and undermines connectivity options, hindering economic progress. The diversion of the Ka band from satellite services incurs a substantial opportunity cost, impacting the nation's economic advantage and GDP growth, with an estimated potential GDP loss of around $184 billion by 2030 as stated by SIA-India in its study report.

Efficient spectrum assignment is crucial to meet connectivity demands, and the telecom industry's request for relaxation in rollout norms raises the importance of carefully contemplating potential scenarios. Challenges in Ka-band assignment for 5G highlight the importance of satellite communication for connectivity, as demonstrated by SK Telecom's withdrawal from using the 28 GHz frequency band. The lack of a robust device ecosystem and compelling use cases tailored to consumer needs have hindered widespread adoption of the Ka band,

Even as indicated by the ABI Research report on Emerging Markets Broadband Objectives the adoption of 5G handsets supporting mmWave bands in emerging markets is currently limited. These bands face challenges in terms of device ecosystem development, lagging behind other frequency bands.



The cost of establishing dense base stations and the lack of a robust device ecosystem have hindered the widespread adoption of the Ka band for terrestrial use. Additionally, the absence of compelling use cases tailored to consumer needs has dampened the demand for devices supporting this frequency band.

Rajeev Gambhir, Sr. Director - Technology & Policy at SatCom Industry Association -India, participated as a speaker at the 6G India 2023 International Conference in a panel discussion, titled "How can the positive impact of 6G be maximized across different vertical sectors and environments?" focused on 6G research, spectrum, and its diverse range of applications.

Mr. Gambhir emphasized the importance of satellite integration in the future network architecture, stating that "5G or 6G is about ubiquitous connectivity, that does not limit to just 15% of earth that is land. Satellites cover not just the land mass but the rest of the earth as well. As we move towards 5G advanced and 6G, satellites are having a seamless integration in the overall network and future networks will see satellites, drones, HAPS in the mix of network architecture. ITU has a well-established process of identifying and allocation of spectrum for not just mobile and Satellite but many other services. Spectrum allocation for 6G needs to be aligned with this internationally harmonised spectrum identification."
